TITLE OF THE PROGRAM INVITATION TO NOMINATE CANDIDATES TO THE PUBLIC MANAGEMENT DEVELOPMENT PROGRAM (PMDP) SENIOR EXECUTIVE CLASS(SEC) BATCH 13 AND MIDDLE MANAGERS CLASS (MMC) BATCH 33
COURSE DETAILS

The SEC is designed for incumbents of directorship positions with Salary Grade 25 and up, or designated OIC Directors for at least a year, aged 55 years and below.

The MMC is designed for Division Chiefs (SG 24) or those in equivalent positions who are in succession for 3rd level posts. Designated OIC Division Chiefs and/or high-performing and high-potential employees with SG 18-23 are also eligible for nomination. All nominees must not be older than 50 years old.

FUNDING SOURCE Full scholarship grants will be awarded to successful candidates including time-off from work for the duration of the program. Benefits and privileges such as transportation expenses shall be charged to DENR funds, in accordance with the existing scholarship policies and guidelines after their admission to the course.
IMPLEMENTING SCHOOL Development Academy of the Philippines (DAP)
MODE OF STUDY The PMDP training is held in-person in the DAP Conference Center in Tagaytay City. Completion of the course is equivalent to a Master in Development Management for MMC and a Diploma in Development Management for SEC.
DURATION The MMC is 12-months in duration with 6 months in residency while the SEC is for 50 days spread over 10 months.
QUALIFICATIONS

Nominees/participants in the above activity shall possess the following qualifications:

  • Have at least two years holding plantilla position in the DENR at the time of application;
  • Have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;
  • Performing duties and responsibilities relevant to the field of study;
  • Have rendered the required service obligation for a scholarship previously enjoyed;
  • Have not availed any scholarship (local and foreign) in the past two (2) years prior to the awarding of grant;
  • Must be willing to conduct a master’s thesis aligned to the priority programs of the Department or related topics to be identified/approved by the DENR;
  • Must be willing to sign a scholarship service contract and shall serve the DENR with the corresponding period of service obligation;
  • Must not be a delinquent scholar; and
  • In good mental and physical health.
DOCUMENTARY REQUIREMENTS

The nominee shall submit the following requirements to Career Development Division-HRDS:

  • Memorandum addressed to the Chair of the Human Resource Development Committee (HRDC), attention HRDC Secretariat to be endorsed by Head of Office and concurred by Supervising Undersecretary/Assistant Secretary;
  • Board Resolution from HRDC Counterpart recommending the nomination of the applicant;
  • Service Record;
  • Certification from the Director supervising human resources/Assistant Regional Director for Management Service/Assistant Director (Region/Bureau/Attached Agency) stating that the applicant:
    • has No Pending Administrative and/or Criminal Case;
    • has No Pending Scholarship Nomination;
    • performance ratings for two (2) immediate rating periods were at least Very Satisfactory;
    • has not been a delinquent scholar from a previous scholarship grant;
    • has rendered and completed the service obligation required under the previous scholarship; and
    • physically and mentally fit to study.
  • Certification of actual duties and responsibilities (including past involvement) relevant to the course signed by immediate superior;
  • Updated Personal Data Sheet, with work experience sheet, duly signed by authorized person administering oath; and
  • Self-Certification of Non-withdrawal from the course.

TITLE OF THE PROGRAM   5TH BATCH OF THE PHRONETIC LEADERSHIP CLASS (PLC) UNDER THE PUBLIC MANAGEMENT DEVELOPMENT PROGRAM (PMDP) OF THE DEVELOPMENT ACADEMY OF THE PHILIPPINES (DAP)
PROGRAM DETAILS

The DAP, in partnership with the National Graduate Institute for Policy Studies of Japan, would like to invite you to send nominations to the 5th batch of the Phronetic Leadership Class (PLC) under the Public Management Development Program (PMDP).

Qualified nominees for the said class are Undersecretaries and Assistant Secretaries who are directly involved in the planning and/or implementation of your agency's priority programs along the area of food security and nutrition.

FUNDING SOURCE  PMDP will cover the tuition, training materials, accommodation, and training-related travel.
IMPLEMENTING SCHOOL Development Academy of the Philippines (DAP)
MODE OF STUDY Accepted nominees will be required to attend in full the five-day training in Manila on 07-11 August 2023 and the five-day study visit in Tokyo, Japan on 04-08 September 2023, if conditions permit. The participants will have the opportunity to have direct interaction with recognized phronetic leaders during the study visit. Upon training completion, they are expected to submit a co-creation project conceived with the other participants and to initiate and lead transfer of knowledge gained from the program to senior colleagues or to a wider audience.
DURATION

Full five-day face to face training in Manila 07-11 August 2023 and five-day Study Visit in Tokyo 04-08 September 2023

QUALIFICATIONS

Nominees/participants in the above activity shall possess the following qualifications:

  • Have at least two (2) years holding permanent plantilla position in the DENR at the time of application;
  • Have obtained performance ratings of at least Very Satisfactory for the last two (2)  consecutive rating periods;
  • Performing duties and responsibilities relevant to the field of study/travel being applied for;
  • Have no pending administrative case;
  • Have no pending application and nomination for other study and non-study trips;
  • Have not exceeded four (4) official foreign travel within a year;
  • Have submitted all the required reports from previous foreign travels;
  • Have rendered the required service obligation for a scholarship previously enjoyed; and
  • Must be willing to sign a scholarship service contract and shall serve the DENR with the corresponding period of service obligation
DOCUMENTARY REQUIREMENTS

TITLE OF THE PROGRAM   PUBLIC MANAGEMENT DEVELOPMENT PROGRAM-MIDDLE MANAGERS CLASS (PMDP-MMC) BATCH 32
PROGRAM DETAILS The MMC is designed for Division Chiefs (SG 24) or those in equivalent positions who are in succession for 3rd level posts. Designated OICs in these positions for at least a year are also eligible for nomination and so with high-performing and high-potential specialists SG 18 to SG 23. All nominees must not be older than 50 years old. All nominees must be in good health and must not have any ongoing post-graduate studies at the time of the application.
FUNDING SOURCE  Full scholarship grant will be awarded to successful candidates including time-off from work for the duration of the six-month training. Benefits and privileges for the duration of the grant including data allowance shall be charged to DENR funds in accordance with existing scholarship policies and guidelines after their admission to the course.
IMPLEMENTING SCHOOL Development Academy of the Philippines (DAP)
MODE OF STUDY The PMDP has adopted a predominantly face-to-face learning modality in DAP Tagaytay with modules being conducted only by experts in the various fields of study.
DURATION Accepted nominees should be relieved from their official duties and be considered on study leave for the duration of the six (6)-month training for them to be able to focus and maximize learning from the program.
QUALIFICATIONS Nominees/participants in the above activity shall possess the following qualifications:
  • Have at least two years holding plantilla position in the DENR at the time of application;
  • Have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;
  • Performing duties and responsibilities relevant to the field of study;
  • Have rendered the required service obligation for a scholarship previously enjoyed;

  1. Have at least two years holding plantilla position in the DENR at the time of application;
  2. Have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;
  3. Performing duties and responsibilities relevant to the field of study;
  4. Have rendered the required service obligation for a scholarship previously enjoyed;
  5. Have not availed any scholarship (local and foreign) in the past two (2) years prior to the awarding of grant;
