INTERNATIONAL SEABED AUTHORITY (ISA) - CALL FOR APPLICATIONS UNDER THE CONTRACTOR TRAINING PROGRAMME

PROGRAM DETAILS

The three (3) scholarships offered at the USP with a starting date on January 2022:

●  One (1) scholarship for Master’s Degree in Marine Management, Biology, Environmental Science, Marine Science, Earth Sciences and Geosciences. The Master’s Degree program takes 12-18 months to complete.

●  Two (2) scholarships for an undergraduate degree in Marine Science, Geology or Engineering. One slot will be reserved for a female applicant. The undergraduate program takes three (3) years to complete.

QUALIFICATIONS

Nominees are required to:

1.      Be from a developing State (with preference given to Pacific Island Nations with an interest to develop a research project involving polymettalic nodules);

2.      Hold an existing relevant undergraduate degree and meet USP Master’s Programme entry requirements;

3.      Ability to speak and write in English proficiently;

4.      Hold or be able to secure a passport;

5.      Maintain good academic standing throughout the scholarship;

DEADLINE OF SUBMISSION/DOCUMENTARY REQUIREMENTS

The nominees for the scholarships shall submit the following requirements to Career Development Division-HRDS on or before 28 June 2021, while for the training nominees, all submissions should be on or before 11 June 2021 :

1.      Memorandum addressed to the Chair of the Human Resource Development Committee (HRDC), attention HRDC Secretariat to be endorsed by Head of Office and with justification on how the travel complies with the minimum criteria for travel pursuant to EO 77 and other DENR requirements. Division Chief and above applicants/nominees must be concurred by Supervising Undersecretary/Assistant Secretary;

2.      Board Resolution from HRDC Counterpart recommending the nomination of the applicant;

3.      Service Record;

4.      Certificate of No Pending Administrative Case;

5.      Certification from the Director supervising human resources/Assistant Regional Director for Management Service/Assistant Director (Region/Bureau/Attached Agency) stating that the applicant:

a.       has No Pending Scholarship Nomination;

b.      has not been a delinquent scholar from a previous scholarship grant; and

c.       has submitted all the required reports from previous foreign travels.

6.      Updated Personal Data Sheet, with work experience sheet, duly signed by authorized person administering oath;

7.      Self-Certification of official Travel History;

8.      Have rendered and completed the service obligation required under the previous scholarship; and

9.      Sign Service Obligation Contract (foreign study trip).

REMARKS

The DENR Scholarship Committee will conduct screening and selection of candidates to the said scholarship program.

The program offers an opportunity for prospective leaders of countries to pursue graduate studies in Environmental Policy in order to contribute to sustainable economic and social development of the partner countries.

QUALIFICATIONS

 Please nominate one (1) candidate with the following qualifications:

  • Must be a government officials/employees of the public organizations and institutions in environment and environment-related departments;

  • Have at least three (3) years experience in the said field;

  • Must hold a bachelor’s degree;

  • Not more than 45 years of age;

  • Have good command of spoken and written English;

  • In good mental and physical health; and

REQUIREMENTS

 

The nominee shall submit the following requirements to Career Development Division-HRDS not later than 07 May 2019:

  1. Nomination letter/Memorandum addressed to the Secretary by the Head of Office (Region/Bureau/Director/Undersecretary/Assistant Secretary concerned) stating how the subject training complies with the minimum criteria for official travel abroad in consideration of the following:

  1. It is essential to the effective performance of an official or employee’s mandate or functions;

  2. It is required to meet the needs of the department, agency, bureau or office

  3. The presence of the official or employee is critical to the outcome of the meeting, conference, seminar, consultation or any official activity to be attended;

  4. The projected expenses are not excessive or involve minimum expenditure; and,  

  5. The travel “shall not hamper the operational efficiency of said agency.;

     2. Service Record (at least two (2) years as a permanent employee);     3. Certification from the Chief, Administrative Division stating that;

    • that the applicant has no pending administrative and/orcriminal case;

    • that the applicant has no pending scholarship nomination;

    • that the applicant's performance ratings for two (2) immediate rating periods were at least Very Satisfactory;

    • that the applicant has rendered and completed the service obligation required under the previous scholarship; and,

    • that the applicant is physically andmentally fit to travel.

     4. Certification of actual duties and responsibilities (including past involvement) relevant to the course signed by immediate superior;      5. Travel report of the previous travel; and      6. Updated Personal Data Sheet (with list of in-service trainings and seminars attended).

REMARKS

 The KME shall shoulder the costs of full tuition fee, roundtrip airfare, living allowances, medical insurances and other various expenses including travel expenses.   The DENR Scholarship Committee will conduct screening and selection of candidates to the said scholarship program.

Course Details  The program aims to provide the participants from the ASEAN Countries with a broader perspective and understanding of the role of science, technology and culture of Japan and other developments in ASEAN Countries.

c.  The presence of the official or employee is critical to the outcome of the meeting, conference, seminar, consultation or any official activity to be attended;

d.  The projected expenses are not excessive or involve minimum expenditure; and,  

e.   The travel “shall not hamper the operational efficiency of said agency.;

2.  Service Record (at least two (2) years as a permanent employee);

3.      Certification from the Chief, Administrative Division stating that;

a.that the applicant has no pending administrative and/orcriminal case;

b.   that the applicant has no pending scholarship nomination;

c.   that the applicant's performance ratings for two (2) immediate rating periods were at least Very Satisfactory;

d.  that the applicant has rendered and completed the service obligation required under the previous scholarship; and,

Remarks  The IATSS Forum shall shoulder the costs of roundtrip ticket and daily subsistence allowance during the program.

TRAINING PROGRAM ON SUSTAINABLE FORESTRY MANAGEMENT WITH COMMUNITY PARTICIPATION

Course Details The program aims to provide the participants necessary knowledge and techniques as well as methods and actual cases involving community participation to carry out sustainable forestry management projects to be shared with related departments in the organization.

Qualifications

In this connection, you may nominate one (1) candidate based on the following required qualifications:

  • Must be an extension officer on forest conservation;
  • Must have general knowledge about forestry science and related basic knowledge about forestry management, with more than three (3) years of experience in related area;
  • Must be below 50 years old as required by the organizer;
  • Must have sufficient command of spoken and written English;
  • Must possess a valid passport

  2.    . Service Record (at least two (2) years as a regular employee);              
  3. Certification from the Chief, Administrative Division stating:Certification of actual duties and responsibilities (including past involvement) relevant to the course signed by immediate superior;
    1. That the applicant has No Pending Administrative and/or Criminal Case;
    2. That the applicant has No Pending Scholarship Nomination;
    3. That the applicant's performance ratings for two (2) immediate rating periods were at least Very Satisfactory; and,
    4. That the applicant is physically and mentally fit to travel.
  4. Duly accomplished Personal Data Sheet (with list of in-service trainings and seminars attended);
  5. Photocopy of Transcript of Records (Baccalaureate/Graduate); and,
  6. Photocopy of Diploma (Baccalaureate/Graduate)

Remarks

The JICA will sponsor round trip ticket, travel insurance from arrival to departure in Japan, accommodation, allowances for accommodation, meals, living expenses, outfit, shipping and study tours, free medical care for participants who become ill after arrival in Japan and expenses for program implementation including materials. Further, a pre- departure orientation will be held at the respective country’s JICA office. All JICA trainees are automatically members of JAAP and required to pay the corresponding registration /membership fee of P500.00 during PDOS. An annual association fee of P200.00 will also be paid. TESDA’s deadline of submission of nomination and documentary requirements is on 20 May 2019.
