The DENR is mandated by RA 6657 (CARL) as amended by RA 8532, CA 141 (Public Land Act), EO 192, PD 705 and R.A 9176 (Free Patent Law) to undertake the following:
- Land Disposition – through the issuance of Free and Homestead Patents over public agricultural lands
- Support to Land Acquisition and Disposition -through the conduct of cadastral and public land survey of A&D lands
- Inspection, Verification and Approval of DAR survey projects.Program Beneficiary Development

- Provision of support services to CBFM-CARP areas
The Department’s participation in the Program is legally defined by the following laws:
- Sec. 21 Art. 2 (State Policies) and Sec. 4-8 Art. 13 (Social Justice, Agrarian Reform and Natural Resources) of the 1987 Constitution
- Republic Act 9176 - an act extending the period until December 31, 2020 for the filing of applications for administrative legalization (Free Patent) and judicial confirmation of imperfect and incomplete titles to alienable and disposable lands of the public domain, amending for the purpose, Commonwealth Act numbered 141, as amended, otherwise known as the Public Land Act.
- Commonwealth Act No. 141 otherwise known as the Public Land Act - an act to amend and compile the laws relative to the lands of the public domain
- Presidential Decree 705 otherwise known as the Revised Forestry Code of the Philippines
- Executive Order 192 otherwise known as the Reorganization Act of the Department of Environment and Natural Resources (DENR)
- Executive Order 263 - adopting a Community-Based Forest Management (CBFM) as the national strategy to ensure the sustainable development of the country’s forest land resources and providing mechanisms for its implementation

Thrust for C.Y. 2012
- Expedite the distribution of Public Lands in support to the Departmen’s commitment under the CARPer
- Implementation of support activities vis-à-vis land distribution activities
- Conduct of Public Land Survey to increase potential areas for Patent Processing and Issuance in preparation for the succeeding year
- Technical assistance to other CARP Implementing Agencies i.e. IVAS of DAR’s survey projects
- Facilitate the implementation of CBFM-CARP projects, in support to the National Greening Program
